Isolate the IP and the device together — that pairing is the floor, not the ceiling.

Will changing proxies lift an Instagram action block?

No. An action block is a per-account rate limit on behaviour — too many follows, likes, comments or messages in too short a window — and it has nothing to do with the exit address. The fix is to stop, let it expire, and bring the pace back to something a person would do. Cycling through IPs while it is active only adds an unstable-login signal on top.
