Vietnam's international capacity leans on the AAG, APG, AAE-1 and IA cables, and a break that takes two or three weeks to repair happens most years — latency on any route leaving the country multiplies while it lasts. Our exits sit on Viettel, VNPT and FPT broadband inside Vietnam, so the last hop is domestic. For live streaming and real-time collection you can layer IEPL transit on top to bypass the congested public segment, and switch routes from the console when an outage starts. A dedicated long-term static IP on a local broadband ASN, one per account. Live selling asks something different from scraping: not throughput but hours without an interruption, and swapping the exit mid-session reads as a login from somewhere else, which is expensive to recover from. Sticky sessions up to 90 minutes cover rehearsal and setup, but production accounts should stay static. We supply the network — it suits day-to-day TikTok Shop Vietnam operations, while the account itself still has to meet that platform's own terms.

Decree 13/2023, Vietnam's personal data protection decree, sets explicit rules for collecting, processing and transferring personal data, and Decree 53/2022 adds local-storage and local-representation duties for some services. In practice, public listing, price, review and ranking data sits at the low-risk end; the moment you touch anything identifying a person you need a lawful basis, and changing IP substitutes for none of it. Viettel has the widest footprint and is often the only option outside the big cities; VNPT holds a large share of Hanoi and the north; FPT is strong in urban Ho Chi Minh City and usually carries the best international routing. For account work any of the three is fine — what matters is picking one and staying on it rather than hopping between ASNs. For regional price and promotion collection, splitting by ASN gets you closer to what a given user actually sees. The console targets by both city and ASN.
