How do CNIL's consent rules affect scraping French sites?
It changes what you collect, not whether you can. CNIL requires French sites to make reject-all as prominent as accept-all, so the same URL frequently returns different content before and after consent — price modules, recommendation slots, sometimes the currency itself. A crawler that does not handle that layer explicitly ends up comparing pages captured in two different states. Separately, and just as binding: our acceptable use policy prohibits collecting personal data, and France enforces that end of things energetically.
Why does a French IP change what Amazon.fr shows me?
The storefront is assembled around the visitor's location. Language negotiation decides whether you get the French or English page; the 20% TVA is shown inclusive to visitors inside France; Colissimo and Chronopost delivery estimates are computed per postcode and collapse to a generic cross-border value from abroad; and some items quote non-French visitors a cross-border price that was never the domestic one. Can one IP cover all French-language markets, or does France need its own?
It does not transfer. French is one language but these are three markets: Belgian TVA rates, delivery networks and available ad inventory differ from France's; Switzerland is outside the EU entirely, settles in francs and has its own import rules; Quebec is a different continent's pricing altogether.
