If I just need an EU IP, why not use Germany or the Netherlands?
If the only requirement is a member-state address, they work. But those two carry most of the world's proxy traffic, the same residential ranges get reused constantly, and reputation databases have long memories about them. Latvia sees a fraction of that density, so an equally valid EU household exit arrives with less history attached. The reverse also holds: if the target is a German site, use a German IP — do not trade relevance for cleanliness.
How large is the Latvian pool, and will it hold my concurrency?
Plan around address count, not just concurrency. With under two million people, the pool is an order of magnitude smaller than Germany or France, and rotation set too aggressively starts handing you the same addresses back. Push the interval into minutes (1–360 is configurable), use sticky sessions of up to 90 minutes, and accept a sane ceiling for this market. Riga is a hosting hub — how do I confirm an address is residential, not datacenter?
It is, and a fair share of what gets sold as a Latvian IP is a hosting range. The check does not change: reverse the ASN and see whether it belongs to a consumer carrier like Tet, LMT or Bite; read the WHOIS record for a residential network; look at the fraud score. Is a Latvian IP enough to cover the Baltics?
No. The three markets get grouped together, but Lithuania, Latvia and Estonia have separate storefronts, language versions and locker networks, and the same group's sites do not price identically across them. For regional price work, sample each country from its own exits. If you only run a Latvian storefront, one dedicated long-term Latvian IP per store is enough.
