Does a Taiwan proxy have to be on Chunghwa Telecom HiNet?

Not mandatory, but it is the safest default. AS3462 carries most household broadband on the island, so an exit there sits closest to the real user distribution. Taiwan Mobile, FarEasTone and kbro are ordinary broadband too, and spreading accounts across them often looks more natural than piling everything onto one carrier. What to avoid is hosting ASNs and offshore ranges, because traditional-Chinese sites escalate verification on both. You can filter by ASN in the console.

How many IPs do I need to run several Shopee and momo storefronts?

Buy one long-term static IP per storefront, from $3.8 per IP-month. Taiwanese platforms weigh exit address, device fingerprint and payout account together, so when storefronts share an exit a suspension on one pulls the others into review.
