Can a Quebec IP return the French-language version of a Canadian site?

Yes. Exiting from Montreal or Quebec City generally gets the fr-CA version, and it holds more reliably if the browser's Accept-Language matches. For ad verification, run French and English as separate passes — the creative and the landing page are frequently different assets.

Can I just scrape Amazon.ca from a US IP?

It connects, but the data is not usable. The site adjusts currency, tax and shipping options by requesting region, and a US exit often yields USD pricing or a redirect. To capture genuine Canadian prices and delivery estimates, the exit has to land in the target province, ideally the target city.
